Over the past five years, through multiple phases of the Land and Housing Corporation (LAHC) Duplex Program across Southern New South Wales, we have successfully delivered a range of medium-density housing projects.
Building on these achievements, our recent initiatives have expanded to include major affordable housing projects and the introduction of dual-key house designs, offering both smaller and larger homes on a single site. These strategies enhance the availability of diverse housing options, ensuring that each home is modern, efficient, and accessible to meet the diverse needs of our communities.

Metricon’s latest appointment was to deliver the LAHC Tranche 6 – Albury project, supporting Homes NSW in increasing the supply of high‑quality social housing across regional New South Wales. Delivered across multiple sites, the project required careful coordination, strong regulatory expertise, and disciplined project management to achieve successful outcomes under the NSW Complying Development Certificate (CDC) pathway.
The project involved the end‑to‑end delivery of four residential sites, incorporating a mix of single‑storey dual occupancy and double‑storey dwellings. All sites were delivered concurrently, requiring a coordinated approach to construction, compliance, and stakeholder management across a regional setting.
Delivering End‑to‑End Certainty
Metricon’s scope included full design (to meet CDC and Homes NSW requirements), project and construction management, planning and permit coordination, trade procurement, site supervision, and compliance management through to Occupancy approval.
Working closely with the client and certification authorities, the team ensured all dwellings met Homes NSW standards while maintaining cost control and program discipline.
Addressing Regional and Regulatory Complexity
The project came with several challenges, including limited regional trade availability, particularly skilled carpentry resources, and the complexity of CDC compliance and certification requirements across multiple sites. Coordinating inspections, approvals, and documentation simultaneously required a highly structured approach.
To address these challenges, Metricon implemented proactive trade engagement strategies, flexible construction sequencing, and strong internal coordination. A dedicated Project Control Group was established to track compliance requirements, approvals, and outstanding actions, supported by regular workflow reporting to maintain visibility and momentum.
Close collaboration between the construction, permits, and certification teams—along with access to internal NSW expertise—enabled the team to streamline processes, quickly resolve issues, and continually improve delivery outcomes.
Strong Outcomes for Homes NSW
Despite the challenges of regional delivery and regulatory complexity, Metricon successfully delivered all four sites within budget and within program. The projects site started in May 2025 and were completed within approximately 7 months. The project achieved the delivery of high‑quality, compliant dwellings that will provide lasting social housing outcomes for Homes NSW clients.
Importantly, the project strengthened Metricon’s internal capability in managing CDC‑based developments in New South Wales, embedding valuable learnings into future social and affordable housing projects.
